Installation of Rooftop Solar Plants on a large scale is one of the best initiatives, as in such plants, there is no requirement of land, energy is consumed where it is generated there would be no element of transmission loss or wheeling loss and such plants would be in the interest of public at large as well as State Utilities. Therefore, with a view to promote large-scale rooftop solar systems on private residential roofs-terraces, the Government vide its GR dated 31-3-2016 referred above had introduced a subsidy scheme for solar rooftops in the residential sector. As a result of this subsidy scheme, over 50,000 households have taken the benefits of the subsidy scheme under which an aggregate capacity of 180 MW solar rooftops in residential sector have been commissioned.

To give a further boost for promotion of solar rooftops in the state for residential sector, it was under the consideration of the Government to rationalize the subsidy scheme to increase the scope for the benefits of the masses including implementation strategy. With above considerations the Government is pleased to replace the GR No. SLR/11/2015/401/B dated 31/03/2016 and its amendments referred above with following provisions

1. Target: The target for installations of solar rooftops shall be to cater 2 lac consumers during the year 2019-20 and cumulatively 8 lac consumers by the end of the financial year 2021-22, over and above the capacity commissioned as of 31/03/2019

2. Operative Period: The Policy operative period shall be up to the financial year 2021-22

3. Subsidy: State subsidy of 40 % shall be available for solar rooftop systems up to 3 kW; and 20 % for solar rooftop systems beyond 3 kW up to 10 kW, installed and commissioned by private residential consumers.

Any solar rooftops in the residential sector commissioned during the operative period of this scheme shall be eligible for the subsidy

The following consumers those have already installed and commissioned the solar rooftops under the earlier scheme shall also be eligible for the subsidy, provided that


A) The already commissioned system is of capacity less than 10 kW

B) The subsidy shall be eligible only for the incremental capacity @ 40% if the aggregate capacity upon enhancement is not more than 3 kW and @ 20 % if the aggregate capacity of the enhanced system is less than 10 kW

4. The above subsidy shall be in parallel with the Central financial assistance of the Government of India available through its Ministry of New and Renewable Energy (MNRE). i.e. the available subsidy shall be either of the state subsidy or MNRE subsidy, but not both Service charges and capacity building charges shall be granted to Discoms(Distribution companies ) in line with MNRE'S provisions

5. Capacity: Any capacity of solar rooftop system equal to or greater than 1 (one) kilowatt DC can be installed irrespective of the sanctioned load of the consumer, however the subsidy shall be capacity of 10 kW limited to maximum

6. Net Metering and Surplus Power: The electricity generated from the solar rooftop system shall be net metered on the billing cycle period and the surplus power fed to the grid on self-consumption shall be purchased by the concerned DISCOM at the rate of Rs. 2.25 per unit.

7. The state subsidy shall be eligible throughout the operative period of the policy

8. Eligibility: All consumers of all the DISCOMs in the state having service connection under residential category of the DISCOM shall be eligible, provided that

a. the solar system is installed within the premises of the service connection, either on roof or on ground.
b. the solar system is of the ownership of the consumer.
C. the premises of the solar installation is of the ownership of the consumer of the DISCOM consumer or is in the legal possession of the
d. Solar cells and solar modules deployed in the solar rooftop system shall be manufactured in India. i.e Solar cells and/or Modules of Non-Indian Origin shall not be eligible for subsidy under this scheme.

e. Only new plant and machinery shall be allowed for installation and shall not be shifted anywhere else.

9. Nodal Agency: Gujarat Urja Vikas Nigam Limited (GUVNL) shall be the nodal agency for this scheme, and the implementation of the scheme and the subsidy disbursement shall be got done through all the DISCOMs in the state. The applicant would need to apply to the concerned DISCOM in a prescribed form and after certification by DISCOM about successful installation and commissioning of the system; DISCOM shall release the amount of eligible subsidy


10. The applicant shall not be allowed to get any other benefit from any other scheme of the Central Government for the same investment, and if found to have taken benefit from any other scheme of the Government, the amount of subsidy shall be recovered forthwith.

11. In all other aspects, the parameters and terms-conditions of Solar Power Policy - 2015 and its amendments from time to time would be applicable. The scheme would remain limited to Household Rooftop Projects only. Any Industrial, Commercial and other consumers or Government and Semi-Government Organizations will not be eligible for this subsidy


12. It is also clarified that the solar rooftop system which has been registered under the Solar Power Policy-2015, prior to introduction of this scheme would also be eligible for the benefit of the scheme, provided they satisfy all other parameters of the scheme and Solar Power Policy-2015.



13. Implementation of this Scheme shall be done under the administrative control of the Energy & Petrochemicals Department, Government of Gujarat.


14. Power to remove difficulties. Any difficulties in the interpretation/ implementation of the provisions of the scheme shall be addressed by the Energy & Petrochemicals Department, Government of Gujarat.

15. The expenditure towards implementation of this scheme would be debited to and met from the grant to be provided in the Budget for the year
